The Japan Foundation, at the time of its establishment in 1972 was meant to be a non-profit semi-governmental organization under the supervision of Japanese Foreign department. The goals at the times was mainly on introducing Japan to outside communities so that people can know and understand Japan's culture and its society everyday life. At the 70s it was the right goal, because at that moment Japan's relationship with other countries was mainly based on economical relation, without 'heart-to-heart' understanding. The program activities were mainly conducted in cooperation with governmental organizations, universities and other well known institutions.
